Planspiel: Special Session of the United Nations Security Council on Threats to International Peace and Security Caused by Terrorist Acts

Since the terrorist attacks in Washington and New York in the year 2001, the United Nations has taken several measures in the fight against terrorism. However, recent attacks show that this was not enough. UN Secretary-General Kofi Annan stated in his report “In larger Freedom” of 21 March 2005 that terrorism was a threat that had grown more urgent in the last five years. He called upon all member states to join in a comprehensive strategy against terrorism.
The UN Security Council will deal during this Special Session on 9 and 10 June 2005 with measures against terrorism, the non-proliferation of weapons of mass destruction as well as with the definition and root causes of terrorism. Diplomats from Afghanistan as well as students are invited to represent the current members of the Security Council. Conference language will be English.
Students from all faculties may apply for participation. For your preparation, we will provide for a comprehensive Background Guide with information on the United Nations and terrorism as well as concerning negotiation techniques and the rules of procedure. There will be a mandatory preparation meeting in May where the delegations will meet and participants are introduced to the topic and the rules of procedure. The participants are asked to prepare Position Papers concerning their delegations´ positions in the conference.
It will be possible to get credits for the seminar (Schlüsselqualifikationsschein, Fachbereich Rechtswissenschaft).
Members of the Security Council in 2005: Algeria, Argentina, Benin, Brazil, China, Denmark, France, Greece, Japan, Philippines, Romania, Russian Federation, United Kingdom, United Republic of Tanzania, United States.
Conference Fee: € 15,- (for preparation material, conference material, catering during the conference)
