Yes, you must apply for a VPD from uni-assist because your first degree was not obtained in Germany. Please submit all documents relating to your university studies to uni-assist in full. If these documents are not in German or English, a certified translation is also required. It doesn't matter where you obtained your high school diploma or university entrance qualification. The high school diploma does not need to be submitted.
