Global Politics in the Digital Age

This course is an introduction to the politics of global Internet governance and its underlying infrastructure. Since the advent of the Internet, we have moved with remarkable speed from a world in which the free flow of information seemed to promote sustainable human development to one in which digitalization, technological standards and regulation are emerging as global arenas of political contestation. The course will begin by examining the historical development of the Internet and how questions of its coordination and control have risen to the top of the global political agenda in recent years. We will then explore competing visions of Internet governance and how they relate to broader struggles for economic and political power. To gain a nuanced understanding of the diversity of strategic interests around the Internet, we will analyze the constellations of actors and institutional structures in Internet governance, zooming in on the role of the US, China and the European Union, the role of private companies and technological expertise, and the role of civil society. Finally, we will engage with public and scholarly debates about AI, critical information infrastructure, supply chains, and digital platforms and their implications for contemporary conflicts over Internet governance and the global information economy Schließen
