Development Assistance Policy in Post-Soviet Countries

This course offers a critical analysis of the development assistance priorities of Russia and other post-Soviet states, with a special focus on their evolving roles as (re)emerging donors. Students will examine how development cooperation serves as a strategic tool for advancing economic and political interests. We will trace the evolution of development aid concepts and international aid architecture. We will look also at international donor strategies in ex-Soviet countries during the transition period.
Key topics include Russia’s participation in multilateral development organizations, its strategic aid initiatives in the post-Soviet space, the role of Russian businesses in development programs, and the geopolitical implications of aid competition in Central Asia. We’ll analyze how Russia leverages its donor role to shape regional dynamics, particularly in Central Asia. We’ll study how international sanctions influence the sphere. Special attention will be given to the current landscape of international assistance to Ukraine. During discussion session we’ll look at real cases.
By the end of the course, students will be equipped with the analytical tools to critically assess development aid as an instrument of foreign policy.
