(S) VM: "Whose voice matters? Representation and exclusion in Japanese politics and society"

Contemporary democracies are built on the ideal of political representation: elected officials are expected to reflect the voices of the people in decision-making and to be held accountable when they fail to do so. But whose voices are heard, and whose are left out? And who gets to represent them? This module explores these questions through the lens of Japan—one of Asia’s oldest democracies and a particularly intriguing case, marked by long-term one-party dominance, weak opposition and social movements, as well as persistent social inequalities. These features underscore the importance of a closer evaluation of how inclusive Japan’s representative system truly is. The module provides a critical overview of major theoretical debates and empirical research on the relationship between citizens and their representatives in Japan. It will specifically examine how electoral rules, legal structures, and social norms shape the political elites, their responsiveness to the interests of the citizens and the resultant patterns of exclusion, for instance, along ideological, economic, and gender lines. It will further investigate the extent to which non-state actors, such as civil society and media, influence representation processes in Japan. Finally, the module will engage Japanese sources to deepen the understanding of these issues and hone academic writing and research skills, equipping course participants with a toolset for independent research.
