Freie Universität Berlin Library Fee Regulations: Approved Summary Version
Preamble
On the basis of Section 12 (1) (6) of the supplemental rules and regulations [Teilgrundordnung (Erprobungsmodell)], published in the Freie Universität Bulletin No. 24/1998 (FU-Mitteilungen), the Board of Trustees of Freie Universität Berlin on July 7, 2017, issued the following amended version of the Freie Universität Berlin library fee regulations of October 30, 1992 (FU-Mitteilungen 28/1992), last amended on August 23, 2013 (FU- Mitteilungen 48/2013):*
Section 1 Late Fees
(1) If materials are not returned by the due date, a written reminder will be issued for the return of the overdue books and/or other media. Each reminder incurs a charge.
(2) The charge per volume/unit of media is as follows
for the first reminder 2.00 euros,
for the second reminder 5.00 euros,
for the third and final reminder 10.00 euros.
The third reminder will be sent as certified mail with delivery confirmation or equivalent. The charge for each reminder does not include the costs of the previous reminders, i.e., the charge for each reminder must be paid in full.
(3) Late fees begin to accrue on the date the reminder is issued. The reminders will be issued at regular intervals.
Section 2 Charge for Legal Notice to Pay
If payment is not made on the third reminder, the library will issue a legal notice to pay. A charge of 20.00 euros will apply for the issuing of this notice. The notice to pay will be sent as certified mail with delivery confirmation or equivalent.
Section 3 Processing Fee
(1) If a book or other library item has to be replaced or repaired because it has not been returned despite reminders or has been returned in damaged condition, a processing fee will be charged.
(2) The processing fee is 10.00 euros for a replacement and/or repair paid for and organized by the user, or 20.00 euros if the library pays for the replacement or repair. If the actual value of the material not returned and/or damaged is less than 10.00 euros, the fee will be partly or wholly waived.
(3) The processing fee will be charged even if the library item can no longer be obtained or in cases involving repair costs or financial compensation.
(4) The processing fee is non-refundable even if the library item is returned later.
(5) Numbers (1) to (4) above also apply in cases where library items or sections of them are taken from the library without permission.
(6) If a locker is damaged and/or a locker key is lost, the charges for repair and/or replacement will be charged to the user’s account together with an additional processing fee of 10.00 euros.
(7) A processing fee of 2.50 euros will be charged for a lost coat check tag.
Section 4 Charges for Replacement Library Cards
If a library card is lost or so damaged that it can no longer be used, a fee of 5.00 euros will be charged for a new card.
Section 5 Charges for Information
For printouts or electronic transmission of research findings or library references, a fee applies per one-sided page. The library sets the amounts according to actual expense and work incurred and the standard fees will be displayed publicly.
Section 6 Charges for Photographs/Photocopies
For photographs and copies, a fee applies per each photograph or copy made. The library sets the individual charges according to the actual expense and work incurred and the standard fees will be displayed publicly.
Section 7 Charges for Interlibrary Loans
(1) If a library item can be obtained from another library within Germany, students will be charged a flat fee of 1.50 euros. For external library members, whether individuals or institutions, this fee applies to each interlibrary loan request processed whether or not it is successful.
(2) For international interlibrary loans, each processed request will be charged at actual cost plus the flat fee of 1.50 euros.
(3) Costs for special mailings, e.g., certified mail, and/or shipping insurance costs must also be paid by the person requesting the loan.
Section 8 Administrative Enforcement Procedure
If there is no response to the final reminder and the subsequent legal notice to pay, the library will instigate the administrative enforcement procedure at the cost of the library user.
Section 9 Entry into Force/Expiry
This fee schedule will enter into force on the day after its publication in the Freie Universität Bulletin (FU-Mitteilungen), official register of Freie Universität Berlin, and with its publication replaces the Freie Universität Berlin Library Fee Regulations of October 30, 1992 (FU-Mitteilungen 28/1992), last amended August 23, 2013 (FU-Mitteilungen 48/2013).
