The Putin Exodus: The New Russian Brain Drain

On May 22, an event at the Institute for East European Studies, Freie Universität Berlin, will explore the patterns of and motivations behind Russian emigration to Western countries from the year 2000 to the present. The presentation will focus on research results based on surveys and interviews with recent Russian émigrés now living in four different cities in the United States and Europe. Dr. Sergei Erofeev, a sociologist at Rutgers University (USA), and Ambassador John E. Herbst, the director of the Atlantic Council’s Eurasia Center, authored the study. Following the presentation, Prof. Dr. Katharina Bluhm, the director of the Institute for East European Studies, will moderate an open discussion about the findings. The event will be held in English. Attendance is free and open to the public.
Since Vladimir Putin first came into office as President of the Russian Federation in 2000, between 1.6 and 2 million Russians have left the country and moved to Western democracies. During Putin’s third term, which started in 2012, the number of émigrés grew rapidly in the wake of a weakened economy and greater repression. Vladimir Putin has held the office of President of the Russian Federation since May 2000, with a four-year hiatus from 2008 to 2012. Putin was Prime Minister of Russia from August 1999 to May 2000 and from May 2008 until his election as President in 2012. He was elected President for a fourth term on March 18, 2019. In 2012, the term limit for the President was raised from four to six years.
