Grassroots governance in China is the foundation of state control and local administration, shaping how policies are implemented, services are delivered, and communities are managed. This seminar examines how China’s local governance structures have evolved, particularly since the reform and opening-up era, and how the party-state exerts control while adapting to shifting social and economic conditions. We will explore how the dissolution of socialist work units (danwei) reshaped society, analyze the techniques and technologies the state employs to govern at the grassroots level, and assess the dynamic interactions between local governments, communities, and non-state actors. Through close readings of diverse Chinese-language materials, including official documents, academic articles, policy briefs, and social media discussions, participants will gain a multifaceted perspective on China’s evolving grassroots governance. close
