WiSe 23/24: Corruption in Higher Education in ex-Soviet countries: Challenges and Responses

Today, there is a rising concern about corruption in universities at the global and national levels. Corruption in higher education, as a social phenomenon, has a negative impact on economic development and violates academic ethics and the rule of law. The goal of this class is twofold. In the first section, we will address general questions about corruption in higher education. Why are students and faculty members subject to corruption? Is higher education more corrupt in certain countries, and is this related to the countries' perception of corruption? What are non-monetary forms of corruption and violations of academic ethics by students and faculty members? What are the social costs and consequences of corruption in universities? In the second section of the course, we will place special emphasis on the experience of ex-Soviet countries. These countries are exceptionally interesting cases to study because corruption is widespread, but some countries have implemented systematic checks on selected forms of corruption, such as studies on academic misconduct. We will also discuss top-down and grassroots anti-corruption policies and initiatives in ex-Soviet countries and evaluate their effectiveness.
