The Welcome courses mainly target refugees who legally reside in Berlin or Brandenburg. If you do not live in either of these cities, you can only apply after asking the responsible government agency (Ausländerbehörde or Jobcenter) in your area and getting their explicit approval to move. Any expenses resulting from the move to Berlin or Brandenburg must be carried by the applicant, the Welcome program cannot reimburse any expenses.
