Comparative Economic Systems offer students a comprehensive overview of the new and vibrant field of comparative economic development that has emerged from transition economics, economics of central planning. Before the economics of transition, comparative economics was devoted mostly to the comparison of capitalism and socialism, and in practice mostly to the study of socialist economic systems (central planning, Yugoslav self-management, market socialism). The transition experience and the economics of transition have shown the importance of the institutions underlying the capitalist system. Comparative economics is now turning to the comparative analysis of institutions of existing capitalist systems and to the historical evolution of those institutions. Political Economics focuses on transitions from social choice theory to political economics, the role of median voter models and their applicability to general interest politics, probabilistic models of voting, and agency models of politics. Moreover, it concentrates on special interest politics, partisan politicians, political regimes, and democratization. Economics/Public Economics students must take both parts of this module to fulfill the School of Business and Economics requirements, while East European/Political Science/IR students may take them separately according to their learning and schedule preferences within the School of Political and Social Sciences.
Active Participation Requirement: 20-minute presentation of a syllabus reading.

This seminar is a collection of public policy case studies from Latin America. These case studies will expose students to key theoretical and empirical aspects of public policy design, implementation, and evaluation. A wide variety of policies and sectors are covered: poverty, inequality, labor markets, education, health, (in)security, gender, environment, among others. Students will gain hands-on practice on quantitative and qualitative methods of policy analysis, and on how to communicate findings to policy-makers.

The seminar seeks to advance students' exposure to and familiarity with the history of economic thought seen through the lenses of Global South scholars, loosely defined as thinkers who have spent a relevant part of their academic life in Africa, Asia or Latin America. Each week, we discuss the work of a different scholar within its specific regional context and in relation to the broader paradigms of its time.

This course explores the multifaceted and interdependent nature of social inequalities. It goes beyond traditional metrics like the Gini coefficient to consider structural factors such as class, gender, race, migration and ecological conditions, among others. Participants will gain insights into the complexities of inequality in Latin America and beyond, the interaction between global and local structural forces and hierarchies, the strategies of resistance to these asymmetries, and how structural inequalities may persist despite recent compensatory policies.

Analysis of Panel Data
The course provides an introduction into panel data analysis. After a discussion of the advantages (and disadvantages) of repeated measurements of the same units (“panel data”), the course introduces the fixed and random effects estimators and discusses their underlying assumptions. The second part of the course focuses explicitly on causal analysis using panel data. The canonical difference-in-differences approach is presented together with recent extensions, including the method of synthetic controls and the case of staggered treatment timings. The lecture will be accompanied by a hands-on-sessions, in which students will learn how to implement the discussed panel data methods and estimators in statistical software.

Evaluation Grading in each part will be based on class participation (50%) and a term paper on an original idea based on the methods we have studied in class (50%). A student must pass each part of the class, i.e. achieve a min imum of 50% of the points.
The term paper can be written on topics from either part of the course, but the distribution of topics must be balanced.
Part 1: Monetary & fiscal policy (Alexander Kriwoluzky)
Overview In recent years, monetary and fiscal policy have been at the centre of most political debates. The 2019 pandemic prompted central banks to cut their interest rates quickly, drawing on the lessons of the Great Financial Crisis. At the same time, many governments launched huge stimulus pack ages, leaving many economies with high levels of public debt. In times of low interest rates, high public debt is of little concern to (fiscal) policymakers. The invasion of Ukraine led to a surge in energy prices and thus inflation. Central banks responded by raising interest rates again to fight inflation. This action could have consequences for fiscal policy- and, as the course will show, for monetary policy as well. In this course, we begin by discussing the reasons why monetary and f iscal policymakers have reacted as they have in recent years. To this end, we will identify monetary and fiscal policy shocks and discuss their effects and transmission in the economy. Finally, we will show how they are linked and how they interact
Part 2: Education, Labor Markets and Inequality (Alexander Monge-Naranjo)
Description This course is divided into two parts. First, we cover a number of papers related to education choices, especially but not exclusively related to college decisions. Here, we explore additional aspects such as geographic differ ences, family background and pre-college family decisions, and demographic changes. We overview recent work on cross- and within-country differences in intergenerational mobility in education. Second, we cover a number of quantitative papers on how labor markets and the assignment and formation of workers’ human capital shape inequality. We review some mathematical tools (extreme value distributions) that allow for clean analytical solutions for individual decisions and their aggregation. Then, we analyze a number of papers that use Roy static models to quantitatively explore inequality and the contribution of human capital to aggregate income. Next, we explore a number of more recent–and still ongoing—research that extends those models to dynamic settings and explore the life-cycle dynamics of workers.

In diesem Modul findet bereits erworbenes theoretisches Wissen Anwendung. Im Praktikum soll ein besonderer Schwerpunkt auf den Kontakt mit den Klienten gelegt werden. Das Lernziel ist dabei die Fähigkeit, statistische Methoden und Lösungsansätze an Personen mit wenig statistischem Hintergrund zu vermitteln.Die Lehrveranstaltung wird in Zusammenarbeit mit der statistischen Beratungseinheit der Freien Universität Berlin fu:stat angeboten. Das Beratungsangebot von fu:stat richtet sich an Studierende, Promovierende und Mitarbeiter der Freien Universität Berlin. Je nach Auslastung in der Beratung und aktuellen Kooperations¬partnern von fu:stat kommen Beratungsanfragen aus unterschiedlichen Fachbereichen, vorwiegend aber aus den Wirtschaftswissenschaften und der Veterinärmedizin. Häufige Themen in der Beratung sind Datenmanagement, Umgang mit entsprechender Statistik-Software (vorwiegend SPSS, STATA und R), deskriptive und schließende Verfahren sowie Regressionsmodelle.

Political Economy of Europe is a graduate course on evolving role of government in promoting economic development, analyzed from the normative and from the policy aspects, with the focus on the EU and the EU-candidate countries. In the first part of the course the general arguments for government intervention in an economy will be presented and discussed, followed by the discussion on the role the institutions play is shaping economic development. The second part of the course is dealing with the economic and political aspects of government intervention in an economy, by discussing both the traditional functions of government (intervention in redistribution and provision of social security services – primarily pension and health insurance), as well as the new functions of government in promoting sustainable development (environmental economics). Finally, the third building block of the course will be dealing with sustainable financing of government intervention, by analyzing the topic related to economics of tax evasion, combining arguments provided by the neoclassical and behavioral economics. All topics will be presented from the normative perspective, taking into account economic and political aspects, as well as from the policy perspective in Europe and the impact of the respective policies in the EU on other countries, such as the EU candidate countries. A research paper is expected as the main examination mode for the course grade.
Active Participation Requirement: 20-minute presentation of a syllabus reading.
