Allocation of funds according to performance criteria has been included in the charter of Freie Universität since 2002, and this approach was first put into practice in 2006. This method rewards a department or central institute for past performance. Thirty percent of a department or central institute’s personnel funding and material resources are allocated according to performance. Performance is rated according to indicators in the areas of research, teaching, and equality, with 47.5% of monies allocated according to research performance, 47.5% for teaching performance, and 5% for equality. In 2007, a total of 637,000 euros was allocated to the departments and central institutes, earmarked solely for promotion of women and solely for expenditure by arrangement with the local women’s representatives and gender equality officers.
