16th CTTC: "EU Home Affairs and Migration Policy in the Mediterranean"

With Prof. Dr. Christian Kaunert (University of Dundee) and Prof. Dr. Ibrahim Awad (American Unversity Cairo). The debate will be chaired by Dr. Jan Claudius Völkel, DAAD long-term lecturer at Cairo University.

The focus of this dialogue lecture will be directed towards the interactions between EU Justice and Home Affairs (JHA) concerns and migration policy in the Mediterranean. EU JHA objectives have been gradually developed throughout the last twenty years and have created a veritable 'European Public Order'. This order sets the primary determinant of migration policy in the Mediterranean which is increasingly seen through the exclusive lenses of keeping Europe clear from potential external threats through uncontrolled immigration. This raises not only questions about what internal security is and what its own objectives are – including possible tensions between home affairs policy and migration policy. In the light of the increasing number of armed conflicts across the Mediterranean, the discussion about the securitization of EU migration policy and its implications is of urgent importance for future political developments.

Prof. Christian Kaunert is Professor of International Politics and Jean Monnet Chair in EU Justice and Home Affairs at the University of Dundee, Scotland, as well as Director of the European Institute for Security and Justice (EISJ). He was previously Marie Curie Senior Research Fellow at the European University Institute Florence, and Senior Lecturer in EU Politics & International Relations at the University of Salford.

Prof. Ibrahim Awad is Professor of Public Policy and Director of the Center for Migration and Refugee Studies (CMRS) at the American University in Cairo. From 1999 to 2010, he held several positions with regional and UN organisations, such as the director's post of the International Migration Programme at the International Labour Organisation (ILO) in Geneva.

The debate will be chaired by Dr. Jan Claudius Völkel, DAAD long-term lecturer at Cairo University.
